I emailed Equine And Country, the UK Pikeur distributor, and this is what they said about the Pikeur sizing:"Thank you for your email. I can understand your confusion, as most brands state that a 28" waist size would be a 10. However; in Pikeur sizes, this would be a 14, the majority of our customers order according to dress size and find that it is a good fit".

However, if Pikeur deem this as a size 14, then I would say that it's a small 14, I would say more a large 12 or small 14.
If you are local to Minstead, you are welcome to try them on. They are extremely comfortable.
